What decides whether it lasts
Moisture is the other half of it
Concrete is not waterproof. On a slab poured without a vapor barrier, or one sitting against damp ground, water vapor moves up through the pores continuously. Put a sealed coating over that and the vapor has nowhere to go, so it collects underneath and pushes the coating off in sheets. This is why a below-grade floor gets tested with a calcium chloride kit or a relative humidity probe before anyone quotes it, and why the honest answer is sometimes a mitigating primer first.
Why the topcoat matters more than the base
The layer you actually walk on, wash and scuff is the clear coat, not the color underneath. A cheap job leaves a standard epoxy as the top layer, and epoxy ambers in daylight, so a garage with a west-facing door turns yellow within a couple of years. A UV-stable polyaspartic or aliphatic urethane holds its color, cures fast enough to walk on the next day, and can be scuffed and recoated years later without disturbing what is underneath.
Anyone who quotes a concrete floor sight unseen is guessing, because the condition of the slab is most of the cost. Two garages of identical size can be a full day apart in preparation once you factor in old paint, glue, cracking and how much of the surface has broken down.
